Analysis: Conservative Caucus President Jim Pfaff
The Save America Act has 80 percent support among the American people, and more than 70 percent support among Democrats. That is the number Jim Pfaff, President of The Conservative Caucus, put in front of Bill Mitchell’s audience on July 22. In the same conversation, Pfaff connected the new admission out of New Jersey that illegal immigrants voted in state elections to the census, the Electoral College, and the midterm elections now taking shape. His organization put $8 million into Trump independent expenditures in 2024 and is on track to do something similar this cycle.

Trump Runs the Midterm Message
Mitchell opened the policy discussion with the presidential-level midterm convention planned for the end of September, an event he called something that has never been done before for a midterm cycle. Pfaff endorsed it without reservation, because midterm elections turn on solid messaging and Republican members of Congress are typically poor at delivering it. He named the exceptions, Senator Mike Lee, Brandon Gill, and Tim Burchett, and then named the problem: the leadership does not get it done.
“Donald Trump is leading this party right now, and I think in an effective way. Our organization put $8 million into Trump independent expenditures in 2024.”
— Jim Pfaff, President, The Conservative Caucus
That $8 million was not symbolic. It was part of TCC’s $8 million swing-state strategy in 2024, and Pfaff says the organization is on track to repeat it in these elections. The message he wants amplified is a record: Trump is winning on economics, he has changed the international order, and on immigration he has gotten done what needed to be done. Mitchell added the proof point that within a month or two of taking office, and without building additional wall, Trump closed the border by removing the incentives that drew illegal crossers under Biden. Pfaff went further on enforcement: the Minneapolis operation that media framed as a fiasco was a net success, and the only people disturbed about it are Democrats who are losing the advantage it takes away.
The Save America Act and the New Jersey Voting Numbers
The news hook of the interview came from New Jersey. Mikie Sherrill’s administration put out the numbers: 6,600 illegal immigrants registered to vote, and 400 of them voted. Pfaff called 400 significant on its own, because that is the margin that decides close races at the state legislative level. Then Donald Trump answered with the federal count: DHS had found more than 35,000. Pfaff believes the real number is larger still, and he explained the mechanism that keeps it hidden.
“I think the reason Democrats are hiding from Harmeet Dhillon and the DOJ, their voter registration lists, is they don’t want revealed the true scope of this problem.”
— Jim Pfaff, President, The Conservative Caucus
That is why the Save America Act matters, and that is why its polling is so lopsided. Pfaff cited 80 percent support among all Americans and more than 70 percent among Democrats. The average American, in his telling, knows the immigration problem is real and does not want it destroying the country, even those who disagree with Donald Trump. They want free and fair elections, and they do not want illegal immigrants draining the tax coffers. We covered the Senate filibuster fight over the Save America Act when leadership stalled it; the New Jersey numbers are the argument for finishing the job.
Census Apportionment: 15 to 30 House Seats at Stake
Mitchell raised the second front of the noncitizen problem: illegal immigrants counted in the census change the Electoral College. Pfaff put numbers on it. If the Census Bureau counts correctly in the 2030 cycle, estimates run between a 15 and 30 seat shift away from blue states. He was blunt about the last count: the Census Bureau rigged the numbers, because a base of up to 20 million illegal immigrants sat in certain areas of the country.
Pfaff grounded the point in the Constitution. Democrats call the Three-Fifths Clause racist because it counted three-fifths of slaves in slave states for census purposes. Pfaff corrected the record: the clause existed to reduce the influence of the southern slave states. Counting illegal immigrants today, people with no reason to be counted at all, is in his words a much more racist effort, undertaken solely for the purpose of absconding power.
How the Game Was Changed
Pfaff traced the strategy to the turn of the century. Republicans had held Congress since 1994, when they picked it up for the first time in 40 years, and by 2002 they were consistently winning. Democrats were not willing to change their ideas, so they changed the game: Marc Elias, Norm Eisen, and later the Obama machine used their influence to make election systems less secure and more favorable to Democrats, instead of keeping the gold-standard elections America had.
Apportionment is the quiet half of that project. It was never about fairness, Pfaff argued; it was an attempt to rig the election process in Democrats’ favor, merely for the purpose of obtaining power and maintaining it.
Not an American Party
Mitchell calls the Democrat Party the fake party: fake polls, fake news, 99 percent negative coverage of Trump in 2024, and he still won all 7 swing states. Pfaff accepted the label and added a harder one.
“The Democrat Party is not an American party. They are specifically attempting to overthrow the American Republic.”
— Jim Pfaff, President, The Conservative Caucus
The evidence he offered is that the Democrat socialists now winning nominations say openly what the party used to conceal. They want to get rid of the Constitution because it hampers their pursuit of power; they talk about eliminating the Senate and the presidency in favor of what they describe as a parliamentary system. Pfaff named it for what it is: a Politburo, the literal structure of communist parties, where elections are held but rigged and a monarchical leader drives the process. And this is not confined to Zohran Mamdani in New York City. Hakeem Jeffries and Chuck Schumer stand for these things, and Andrew Cuomo stands substantively for exactly what Mamdani stands for. No elected Democrat pushes back; the pushback comes from Democrats outside elected office, people like Bill Maher.
Pfaff took the argument to its ideological root. Karl Marx’s mantra was workers of the world unite, an internationalist creed with no place for the nation-state. Free-market capitalism, by contrast, has taken more people out of poverty than anything in world history; even Rome at its height came nowhere near it. That system of individual liberty under the rule of law, guided by Judeo-Christian principles of natural law, is only manageable in the nation-state, at the local level. It cannot be managed globally. That is the cause-effect chain beneath the whole interview: because the left’s ideology is internationalist, it must dissolve the national structures, the border, the census, the election rules, that keep the American Republic in American hands.
Build the Grassroots Network Before the Media Buy
Asked what TCC is doing differently to get out the vote, Pfaff started with data: getting the right data and delivering the right message to the right person at the right time, the discipline Democrats mastered this century. He beat an early version of that machine himself, running the 2006 Colorado marriage amendment to passage with 60 percent of the vote in a blue year. Then he turned to the advice he spent 8 years on Capitol Hill wishing candidates would hear.
“My advice to congressional candidates who really believe that you are going up to D.C. for the right reasons is to spend the first quarter to half million dollars that you have building a grassroots network.”
— Jim Pfaff, President, The Conservative Caucus
The consultant class gives the opposite advice, lock in your media guy first, because the consultant class gets paid either way: 15 percent off the top, win or lose. Their incentive is not to make sure you win; their incentive is their payday. The grassroots record says otherwise. Jim Banks built a grassroots network in his Fort Wayne primary, faced a lot of money against him, and won. John Hostettler in Indiana’s 8th District was always outspent and held his seat for 6 terms because people believed in him and went to the mat for him. Donald Trump was outspent in all three of his presidential elections. Pfaff traced the consultant-and-lobbyist entrenchment back to 1994, when Newt Gingrich and Tom DeLay’s K Street Project rightly broke the Democrat lock on the lobbyist corps, then hardened into a system where lobbyists play both sides and the speaker’s chair, running the Rules Committee, shuts out amendments. Tom DeLay himself, sitting in Congressman Huelskamp’s office, admitted the mistake.
We’re the Kings: Popular Sovereignty at the Ballot Box
Pfaff’s closing word to viewers was a constitutional one, and it puts the burden where the Framers put it.
“We the people run this country. The idea of popular sovereignty is ensconced within the Constitution. We’re the kings, not Congress, not the Supreme Court, not the president.”
— Jim Pfaff, President, The Conservative Caucus
Because voters elect these people, voters bear responsibility for them, and the remedy is to take them on in primaries, election after election. Pfaff did not spare his own side: as bad as John Thune is, a Republican majority is still a better situation than a Democrat majority that will remove your freedoms the way Joe Biden nearly did. Staying home creates nothing. The Save America Act needs to pass, elections need cleaning up because they are in bad shape right now, and TCC will work with anyone ready to do it. Key Takeaways
- TCC Is All-In on the Midterms – The Conservative Caucus put $8 million into Trump independent expenditures in 2024 and is on track for a similar effort this cycle, with Trump running the midterm message that congressional leadership fails to deliver.
- New Jersey Confirmed Noncitizen Voting – Mikie Sherrill’s own numbers showed 6,600 illegal immigrants registered and 400 voting, while DHS found more than 35,000. Pfaff says Democrats hide their voter registration lists from Harmeet Dhillon and the DOJ to conceal the true scope.
- The Census Is an Apportionment Weapon – Counting up to 20 million illegal immigrants shifts an estimated 15 to 30 House seats and Electoral College votes toward blue states, a power grab Pfaff calls more racist than the Three-Fifths Clause Democrats denounce.
- The Save America Act Has the Country Behind It – 80 percent of Americans support it, including more than 70 percent of Democrats, because they want free and fair elections and an end to the drain on the tax coffers.
- Grassroots Beats the Consultant Class – Candidates should spend their first quarter to half million dollars building a grassroots network, not on media consultants who take 15 percent off the top win or lose. Jim Banks, John Hostettler, and Trump himself won while outspent.
- Popular Sovereignty Is the Remedy – The Constitution makes the people the kings, not Congress, the Supreme Court, or the president. The fix is primaries and persistent accountability, election after election.
