Minnesota’s $1 Billion Fraud Scandal Exposed
Nearly $1 billion in federal funds—money allocated through the CARES Act to feed poor children—was laundered through Somali-focused NGOs in Minnesota. These organizations reported feeding up to 40,000 children. They weren’t feeding anybody.
The scheme was simple: fill out fraudulent reports, submit them to the state for reimbursement, collect the money. Jim Pfaff connected this directly to the rushed passage of the CARES Act in 2020:

Tim Walz Ignored His Own Department’s Warnings
In a stunning revelation, it’s not just Donald Trump criticizing Tim Walz—it’s Walz’s own Department of Human Services. State employees have an active presence on X (formerly Twitter) where they are documenting, with clear evidence, that they repeatedly warned Walz to stop the fraud.

The scandal takes a darker turn: there is evidence that some of the laundered money reached Boko Haram, the notorious terrorist organization based in Somalia.

Elon Musk’s Department of Government Efficiency (DOGE) has revealed systemic problems that enable fraud at massive scale. One seemingly trivial change—requiring federal payments to include a congressional payment code and a comment field—could save $100 billion or more per year.
“There were massive numbers of payments going out with no congressional payment code and with nothing in the comment field, which makes auditing the payments impossible. That’s why the Defense Department cannot pass an audit. The information doesn’t exist.”

The Defense Department alone cannot account for up to $2 trillion over recent audits. As Pfaff noted: “You would go to jail if you could not pass the kinds of audits that the Defense Department cannot pass.”
The “Save the Baby Pandas” NGO Scam Model
Musk described the pattern of fraud that DOGE has uncovered—NGOs with sympathetic-sounding missions that exist only to launder money:
“They’re going to start an NGO. It’s going to be like ‘Save the Baby Pandas NGO’—who doesn’t want to save the baby pandas? They’re adorable. But then it turns out no pandas are being saved. It’s just corruption. And you’re like, well, can you send us a picture of the panda? They’re like, no.”

The USAID example is particularly damning. When questioned about money supposedly going to children in Africa, Musk found that the wiring instructions led to Deloitte and Touche accounts in Washington, D.C.—not Africa.

Fox News columnist David Marcus reported that when he asked young voters in Dallas about socialism, their mental image wasn’t bread lines in Cuba—it was “free healthcare and generous vacation packages in Scandinavia.”
Pfaff explained the deeper problem:
“The reason I call Democrats Maoist Communists is because they are. First, they do the shame game—this was part of the Cultural Revolution that Mao did in China. And communism is literally taking over the means of production. Obamacare is a communist construct. The means of production are run by government, just in a manner that doesn’t make it look that way.”

The promise of “free stuff” that began with FDR, accelerated under LBJ’s Great Society, and went into overdrive under Obama and Biden has created voting constituencies dependent on government largesse—exactly as designed.
A Challenge to Progressive Christianity
Pfaff issued a direct challenge to progressive Christians who defend government welfare programs, particularly those upset about USAID cuts:
“If you are a professing believer in Christ, and you think that we need to be spending any of this money through any government entity for any purpose, I’m sorry, but you’re unbiblical. Scripture never commands governments to do anything. God does command you to be helpful, and you should do that. But you should demand that government stop laundering your money into its purposes so that you can keep more of it yourself and then do God’s will.”

The constitutional reality is clear: there is no authorization for Congress to grant any welfare of any sort. Medicare, Medicaid, Social Security, SNAP, CHIP—none of these programs are authorized by the Constitution. Where such programs might exist, they belong at the state level.
